Because it is a very minor update over the M2 variant. That’s why Apple released it at 5 in the morning when everyone was asleep, unlike the M2 Air announcement that featured in an Apple Event.
Heck, the M3 Air doesn't even have its new dedicated wallpaper. It is advertised with the same wallpaper as the M2 Air.
